The Libya army ranked "11" in the Arab world, "9" in Africa, and "76" out of 145 countries included in the annual review conducted by the "Global Fire Power" website, which specializes in classifying the world's most powerful armies
for the year 2025. The Libyan army also obtained a Pwrindx score of 1.4449 this year, which is the same rating it received last year.
The website stated that the Libyan army's data was last reviewed on 01/08/2025. The "Global Fire Power" website classification is considered one of the most important and reliable global classifications in evaluating the military strength of different countries in the world and uses recognized international standards to calculate the ranking of armies according to their strength, combat readiness, and the strength of the state in general.
The Power Index (PwrIndx) score of a given country varies by degrees, with a score of 0.0000 being considered “ideal,” depending on the amount of declared military power that each country in the world can deploy in a land, sea, or air war, using conventional weapons. The GFP website uses more than 50 factors this year to determine the Power Index score of a country. Each country is evaluated on the basis of official individual and collective values that are processed through the Global Firepower website’s internal formula to obtain its “PwrIndx” score, and based on those values, a final ranking is calculated. This final ranking also allows smaller, more technologically advanced countries to compete with larger, less developed countries, thus providing the website with an unbiased view of the conventional military strength of the countries included in the ranking.
The classification does not include the nuclear weapons possessed by a number of countries included in the list of the world's most powerful armies, which means that the theoretical classification of the strength of armies may change when the armies of countries fight real wars among themselves or wars against terrorism, which explains the disparity and variation in the ranking.

Here it should be clarified that the experts of the "Global Fire Power" website rely on several important factors in the classification, including comparisons of emerging powers, existing alliances, and classifications of regional blocs such as the African Union (AU), the European Union (EU), and NATO member states. The number of active military personnel eligible for annual service and active paramilitary reserves also played an important role in calculating the global power index.
The ranking takes into account the country's geographical location, logistics, airports, ports and main stations, commercial sea power, railway network, coastal and inland road network, waterways and their coverage and ability to use them effectively, as well as natural resources, oil production and consumption also play an important role in the ranking, with a focus on the proven oil reserves of the ranked countries.
